Higher education as a public good is often financed by governments, so its development is strongly influenced by the level of financial attention of governments. With the prevailing conditions of uncertainty in the country and the reduction of the government's budgetary resources, the level of attention of the government to the higher education sector will also change, especially the impact of the quality of higher education will be more than its quantitative impact. In this article, we decided to examine the impact of government spending on the development of quantitative and qualitative indicators of higher education in post-revolutionary development programs, considering the uncertainty in the country's economic policies. For this purpose, we used the time-varying vector autoregression model (TVP). The results showed that, firstly, the government's expenditures, including expenses and acquisition of capital assets, have improved both indicators (student-to-population ratio and faculty-to-student ratio) in all programs after the revolution. Secondly; Considering the uncertainty of economic policies in the model has weakened the mentioned relationship. Thirdly; In the last three programs, although government spending has a positive effect on the ratio of faculty members, this trend has always been downward and its continuation will be worrisome.
