این مطالعه به بررسی کاربردی رهیافت کومانور-لیبنشتاین در اندازه‌گیری هزینه‌های اجتماعی انحصار در صنایع منتخب ایران طی دوره ۱۴۰۱-۱۳۸۱ می‌پردازد. در چارچوب این رهیافت، هزینه رفاهی ناشی از انحصار تنها به «ناکارایی تخصیصی» محدود نبوده و «ناکارایی X» (اتلاف منابع ناشی از بی‌کفایتی داخلی بنگاه‌ها) را نیز به عنوان مؤلفه‌ای اساسی در بر می‌گیرد. با استفاده از داده‌های پانلی مرکز آمار ایران و به کارگیری روش‌های اقتصادسنجی پیشرفته (مانند GMM و SUR)، متغیرهای کلیدی مدل شامل کشش قیمتی تقاضا، هزینه نهایی و ناکارایی X برآورد شد. یافته‌ها حاکی از آن است که اولاً، صنایع پایه و استراتژیک (مانند آهن و فولاد و خودروسازی) سهم عمده‌ای از هزینه رفاهی کل را به خود اختصاص داده‌اند. ثانیاً، روند هزینه رفاهی در بلندمدت صعودی و به‌ویژه در سال‌های پایانی دوره (۱۴۰۱-۱۳۹۹) با شتابی نگران‌کننده نزدیک به دو برابر شده است. این نتایج، تشدید بحران انحصار و تأثیر مستقیم آن بر کاهش رفاه عمومی در اقتصاد ایران را نشان می‌دهد.
