fa برآورد شاخص‌های حمایتی صنایع کاغذسازی کشور با تأکید بر اجرای سیاست یکسان‌سازی نرخ ارز كاربردي Applicable <p style=DIRECTION: rtl align=justify>یکی از شیوه‌های اطلاع یافتن از میزان فعالیت‌ها در صنایع مختلف، اندازه‌گیری نرخ حمایت اسمی و مؤثر آنها است که در این مقاله کوشش شده تا با محاسبه نرخ حمایت اسمی و مؤثر، اثرهای یکسان‌سازی نرخ ارز بر وضعیت حمایت از صنایع کاغذسازی کشور، در جهت اجرای سیاست یکسان‌سازی نرخ ارز، بررسی شود. بدین منظور، ابتدا نرخ حمایت اسمی منتخبی از محصولات کارخانجات کاغذسازی کشور اندازه‌گیری و تأثیر تغییر در نرخ ارز در سه حالت نرخ ارز دریافتی (یارانه‌ای)، نرخ ارز آزاد و نرخ ارز سایه‌ای بر آن ارزیابی شده است. سپس با محاسبه نرخ حمایت مؤثر، تأثیر تغییرات نرخ ارز از نرخ یارانه‌ای به نرخ آزاد بر میزان حمایت مؤثر از صنایع کاغذسازی کشور، تجزیه و تحلیل شده است. در این محاسبات نرخ ارز به عنوان نرخ ارز تحت شرایط یکسان‌سازی منظور شده است. </p> One of the ways to be informed on the extent of activities in various industries is to measure the rate of nominal protection. This paper tries to calculate the nominal and effective protection in order to examine the exchange rate unification impacts on the protection of pulp and paper industries with the aim of performing the exchange rate unification policy. Therefore, nominal protection rate of some selected products of Irans pulp and paper factories was measured and the impact of changes in exchange rates was evaluated in subsidized, free and shadow exchange rate modes. Then, the impact of changes in exchange rates (from subsidized exchange rate to free exchange rate) on the amount of effective protection in Irans pulp and paper industries was analyzed through calculation of effective protection rate.
