fa تحلیلی انتقادی بر بکارگیری شاخص‌های مرسوم جهانی توسعه كاربردي Applicable <p style=DIRECTION: rtl align=justify>توسعه نوعی مداخله در سیستم‌های اجتماعی به منظور بهبود آنها است. به دلیل پیچیدگی فوق‌العاده‌ سیستم‌های اجتماعی، هدایت، کنترل و اداره‌ سیستم‌های مذکور، یکی از پیچیده‌ترین دانش‌های روزگار ما است. تاکنون راهبردهای مختلفی برای مداخله در این سیستم‌ها طراحی و اجرا شده است که متأسفانه حکومت و نخبگان سیاسی و علمی ایران، همانند سایر کشورهای به اصطلاح توسعه‌نیافته یا درحال‌توسعه، سال‌هاست که از این دانش‌های عملی کم ‌بهره‌ گرفته‌اند. به همین دلیل است که بی‌اختیار در مواجه با استراتژی‌های به دست آمده از دانش‌های عملی مذکور در عرصه‌ بین‌المللی که حکومت‌های به اصطلاح توسعه‌یافته به کار می‌بندند، واکنشی همنوا یا حداکثر منفعل داشته‌اند. یکی از کارآمدترین و سهل‌ترین استراتژی‌های مدیریت و کنترل مداخله در سیستم‌های اجتماعی - از جمله توسعه - کنترل و ارزیابی شاخص‌ها است. در پژوهش حاضر، با بررسی سازمان‌های بین‌المللی طراح شاخص‌ها و نیز چهار دیدگاه مرسوم درباره آنها، تلاش می‌شود بنیان‌های این شاخص‌ها بررسی گردد. از سوی دیگر، توجه به سیر تحول شاخص‌های توسعه و واکنش‌های همنوای نخبگان توسعه‌‌ای کشور در مقابل آنها، علاوه بر اینکه ما را با سازوکار شاخص‌سازی به مثابه‌ ابزار پنهان جهانی‌سازی آشنا می‌کند، می‌تواند ما را به سوی اقدامی فوق‌فعال یا اثرگذار برای تحقق و اداره‌ برنامه‌های پیشرفت و عدالت نیز رهنمون کند. به همین منظور، در پژوهش حاضر، ارائه‌ نگاهی نو به بکارگیری و طراحی شاخص‌ها مورد توجه است. </p> Development is a sort of intervention in the social systems to improve them. Because of high complexity of the social systems, it is considered an extreme intricate knowledge of our era to conduct, control and direct such systems. So far, various approaches have been formulated and executed in order to intervene in these systems but unfortunately the government and political and academic elites in Iran, as other so-called developing or under-developed countries have little used these scientific findings. Thus, either they are passive or take a uniform reaction when they encounter the strategies resulted from theses sciences applied by so-called developed countries. One of the most efficient and easiest strategies for managing and intervening social systems, including development, is to evaluate and control the indicators. This paper surveys the international organizations that design such indicators and reviews four contemporary viewpoints on the indicators in order to study their backgrounds. Moreover, scrutinizing chronological trend of development indicators and studying the uniform reactions of Iran’s development elites to them not only inform us on the designing mechanism of the indicators, as a hidden tool of globalization, but they also lead us to a hyperactive and influential action to finalize and manage the advancement and justice plans.
