fa حکمرانی و توسعه: گذشته، حال، آینده پژوهشي Research در مقاله حاضر، با بررسی اجمالی روند تکامل در نظریه‌های توسعه نشان خواهیم داد که نظریه‌های توسعه در خلال 60 سال اخیر، دچار تحول شگرفی شده‌اند. در حالی که نسل اول اندیشمندان، الگوهای کلان نئوکلاسیکی و نسل دوم، عوامل مختلفی از سازوکار بازار تا سرمایه انسانی را مورد توجه قرار می‌دادند، در یک دهه اخیر، پارادایم حکمرانی به پارادایم غالب در اندیشه توسعه، تبدیل شده است. توجه به موضوع حکمرانی در مباحث توسعه، به دلیل مجموعه‌ای عوامل، از جمله شکست برنامه‌های قبلی توسعه، گسترش توجه به نهادها در تحلیل‌های اقتصادی، اجتماعی، سیاسی، آگاهی از اهمیت عوامل سیاسی در توسعه کشورها، پی بردن اقتصاددانان به اشتباه بودن برخی فروض نئوکلاسیکی و برخی عوامل دیگر، مانند فروپاشی کمونیسم بوده است. با این حال، همچنان چالش‌هایی، پیش‌روی پارادایم مذکور وجود دارد که بحث تغییر نهادی از جمله آنها است و توجه به نظریه‌های گفتمانی، می‌تواند برای غلبه بر این چالش مفید باشد. This article ties to survey the evolution trend of development theories to demonstrate that such theories have undergone impressive transformation within the recent 60 years. The first generation of the thinkers paid attention to the macroeconomic neo-classical models and the second generation of them took various factors ranging from market mechanisms to human capital. However, the governance paradigm has turned to be the dominant paradigm in the development thoughts during the recent decade. The “governance” gained significance in development issues because of a number of factors including the failure of previous development plans, growing attention to institutions in socio-economic and political analyses, importance of political factors in the development of countries, economists’ disenchantment with some faulty neo-classical hypotheses as well as the disintegration of communism. Yet, there are some challenges ahead of the new paradigm including the “institutional change” issue.
