fa تحلیل زیان‌‌دهی تعاونی‌های روستایی و اولویت‌بندی راهکارهای ساماندهی آنها (بررسی موردی: استان یزد) عمومى General پژوهشي Research هدف اصلی پژوهش‌حاضر، بررسی دلایل و ریشه‌های ضرر و زیان تعاونی‌های روستایی و بیان راهکارهای اجرایی و اولویت‌بندی آنها برای ساماندهی و بهبود وضعیت تعاونی‌های مذکور است. زیرا تعاونی‌های روستایی به لحاظ ماهیت شبکه‌ای و مردمی بودن، از امکانات و شرایطی برخوردار است که در صورت حمایت و مدیریت صحیح و کارآمد، می‌تواند به تحقق اهداف توسعه‌ای در روستاها و بخش کشاورزی، بسیار کمک کند. در پژوهش‌ حاضر، ابتدا اهداف شکل‌گیری تشکل‌ها و سازمان تعاون روستایی بیان گردید؛ سپس مهمترین دلایل زیان تعاونی‌های روستایی با استناد به سایر پژوهش‌های پیشین، اسناد موجود و آرای مقامات محلی و اعضای تشکل‌ها از طریق پرسشنامه‌های خاص استخراج شد. در ادامه، راهکارهای مربوط به نحوه ارتقای وضعیت و ساماندهی تشکل‌های زیان‌ده بیان گردید. سپس با استفاده از روش تحلیل سلسله‌مراتبی که چارچوبی را برای همکاری و مشارکت گروهی در تصمیم‌گیری‌ها مهیا می‌کند، اولویت‌بندی راهکارهای مذکور انجام شد. بر اساس نتایج پژوهش، انتخاب اعضای هیئت مدیره و مدیرعامل از بین افراد آگاه، خبره و فعال، اولویت نخست در فرایند ساماندهی تعاونی‌های مورد نظر محسوب می‌شود. چنانچه انتخاب بازرس و ساماندهی کارکنان و فروشندگان که در رده‌های بعدی قرار دارند، به این مجموعه اضافه شود، آنگاه می‌توان گفت که ساماندهی منابع انسانی، اولویت و نیاز اصلی تعاونی‌های زیان‌ده است. به اعتقاد خبرگان، توسعه فعالیت‌های اقتصادی، نظیر ایجاد صندوق قرض‌الحسنه و اعطای تسهیلات به اعضا، ایجاد صنایع تبدیلی و تکمیلی و خرید و فروش محصولات کشاورزی که به منابع مالی فراوان و نقدینگی نسبتاً زیادی نیاز دارد، از اولویت‌های بعدی ساماندهی تعاونی‌ها است. The main idea behind this article is to study the causes and origins of loss-making in Rural Cooperatives as well as to recommend and prioritize applied solutions to systemize and improve their situations. Rural cooperatives due to their networking and popular nature enjoy some potentials in a way that would help to improve development goals in villages and agricultural sector provided that they are supported and efficiently well managed. This study first tries to explain the purposes of these institutes and those of the Rural Cooperation Organization later, the most prominent reasons for losses of rural cooperatives are cited on the basis of previous studies, existing documents and the viewpoints of the members of local authorities and bodies expressed in special questionnaires. Meanwhile some advisable solutions were recommended in order to improve the situation and systemize loss-making bodies. Then the solutions were prioritized, using the hierarchical analysis method that provides a context for cooperation and collective participation in decision-making. According to the results of the research, the first priority in the rural cooperatives systemization is to select the board of directors and managing director from among the knowledgeable and active experts. As human resources systemization is considered the main requirement and top priority of the loss-making cooperatives, it would be advisable to add selection of inspectors as well as systemizing employees and salesmen to the list.
