fa تعیین اولویت‌های توسعه‌ای بخش کشاورزی استان یزد بر اساس رهیافت مدل برنامه‌ریزی راهبردی پژوهشي Research <p style="DIRECTION: rtl" align="justify">تجربه دهه‌های اخیر نهادها و شرکت‌ها، از جمله سازمان‌های دولتی بیانگر این موضوع است که دستیابی به اهداف بزرگ و نیز رفع نیازهای ذینفعان در محیط‌های متلاطم کنونی، فقط با برنامه‌ریزی راهبردی تحقق خواهد یافت. بر این اساس و با توجه به جایگاه بسیار مهم بخش کشاورزی در حیات و اقتصاد استان یزد، در پژوهش حاضر سعی گردید چشم‌انداز و راهبردهای توسعه بخش کشاورزی استان با استفاده از مدل برنامه‌ریزی راهبردی تدوین گردد. در این راستا، با استفاده از فرایند رایج مدیریت راهبردی، چشم‌انداز مطلوب بخش، تدوین شد و با شناسایی عوامل بیرونی و درونی و ذینفعان بخش، ضمن ترسیم موقعیت راهبردی بخش، راهبردهای لازم با استفاده از رویکرد چشم‌انداز موفقیت تعیین گردید. در پایان نیز، مأموریت بخش بر اساس چشم‌انداز تدوین شده بازنویسی شد. نتایج پژوهش حاضر نشان می‌دهد که در وضع موجود، تأثیر تهدیدکننده و مخرب عوامل بیرونی و ضعف‌های درونی، بیشتر از فرصت‌ها و قوت‌هایی است که در بیرون و درون بخش کشاورزی استان، برای دستیابی به چشم‌انداز مطلوب وجود دارد. قرار گرفتن در منطقه چهار موقعیت راهبردی (منطقه خطرناک) ایجاب می‌کند که راهبردهای انتخابی عمدتاً تدافعی باشند. بر اساس مأموریت تدوین شده نیز در بخش کشاورزی استان تلاش می‌شود تا از طریق راهبردهای سیزده‌گانه، با تأکید بر ارتقای رفاه و منزلت اجتماعی بهره‌برداران، عدالت محوری و رعایت اصول توسعه پایدار، چشم‌انداز مطلوب تحقق یابد. </p> The experiences of institutions and companies, including state organizations, during recent decades indicate that achieving great goals, as well as properly responding the requirements of beneficiaries in turbulent environments of the modern era will not be realized, unless under the auspices of strategic planning. With regards to the significant role and position of agriculture sector in the life and economy status of Yazd province, this research tries to work out the developmental perspective and strategies for agriculture sector in the province using the strategic planning model. Therefore, a desirable vision was formulated for the sector through the use of the contemporary process of strategic management. Moreover, the external and internal factors as well as the beneficiaries of the agricultural sector were identified to depict the strategic status of the sector and the success vision approach was taken to devise the strategies needed. Finally, the mission of the province’s agriculture sector was rewritten on the formulated perspective. The research results show that in the present situation, the effects of threatening and devastating external factors and internal weaknesses exceed the favorable strengths and opportunities of the agricultural sector to achieve the desired vision. Being located in the strategic region number 4, i.e. the dangerous area, will require that highly defensive strategies are adopted.
