fa ارائه و تبیین مفهوم « ناباروری بودجه‌ای» در بستر اختلالات نهادی نظام مالیه عمومی با تاکید بر نظریه« بشکه گوشت خوک» Introducing and Elaborating the Concept of “Budgetary Infertility” in the Context of Institutional Dysfunctions of the Public Finance System, with Emphasis on the Pork Barrel Theory اقتصاد کلان Macroeconomics پژوهشي Research <div style="text-align: justify;">هدف این پژوهش ارائه، معرفی و واکاوی علمی مفهومی جدید با عنوان «ناباروری بودجه‌ای» به‌مثابه یکی از چالش‌های بنیادین و کمتر شناخته‌شده در نظام‌های بودجه‌ریزی دولتی انجام شده است. پژوهش به روش کیفی، با رویکرد تحلیلی و اسنادی و در قالب مطالعه توصیفی–تحلیلی انجام شده است. تحلیل داده‌ها بر مبنای مدلی سه‌سطحی ساماندهی شدکه ناباروری بودجه‌ای را از سه منظر متمایز اما مرتبط مورد واکاوی قرار می‌دهد. تحلیل داده‌ها بر اساس مدل سه‌سطحی نشان داد که ناباروری بودجه‌ای محصول هم‌افزایی منفی و تعاملات پیچیده میان عوامل نهادی-قانونی، مدیریتی-سازمانی و سیاسی-توزیعی است. در سطح نهادی-قانونی، ضعف شفافیت مالی، فقدان ضمانت اجرایی برای قواعد بودجه‌ای، طراحی ناکارآمد مقررات هزینه‌ای و درآمدی و تمرکزگرایی بیش از حد، بستری مستعد برای ناکارآمدی ایجاد می‌کند. این کاستی‌ها به‌طور مستقیم بر سطح مدیریتی-سازمانی اثر گذاشته و موجب محدودیت ظرفیت جذب و بهره‌برداری از منابع، تشدید پیچیدگی بوروکراتیک، کاهش بهره‌وری سرمایه انسانی، و بی‌ثباتی در مدیریت و سیاست‌گذاری می‌شود. نتایج نشان می‌دهد، ناباروری بودجه‌ای پدیده‌ای خودتقویت‌شونده است که از تعامل منفی میان سطوح نهادی، مدیریتی و سیاسی تغذیه می‌کند و در صورت تداوم، ظرفیت و کارایی نظام مالی عمومی را به‌شدت کاهش می‌دهد. مهار این پدیده نیازمند رویکردی سیستمی و یکپارچه است که در آن ارتقای ظرفیت‌های مدیریتی، کاهش مداخلات سیاسی در تخصیص و بازطراحی بستر نهادی و اقتصادی به‌طور هم‌زمان دنبال شود.  </div> <div style="text-align: justify;">The present study aims to conceptualize, introduce, and scientifically investigate a novel construct termed “budgetary infertility” as one of the fundamental yet underexplored challenges in governmental budgeting systems. Employing a qualitative methodology with an analytical and documentary approach in the form of a descriptive–analytical study, data analysis was organized within a three-tier model that examines budgetary infertility from three distinct yet interrelated perspectives. Findings from the three-tier analytical framework indicate that budgetary infertility emerges from the negative synergy and complex interactions among institutional–legal, managerial–organizational, and political–distributional factors. At the institutional–legal level, deficiencies such as weak financial transparency, lack of enforceable budgetary rules, inefficient design of revenue and expenditure regulations, and excessive centralization create fertile ground for inefficiency. These shortcomings directly influence the managerial–organizational level, leading to capacity constraints in resource absorption and utilization, heightened bureaucratic complexity, reduced human capital productivity, and instability in management and policymaking. The results demonstrate that budgetary infertility is a self-reinforcing phenomenon sustained by the adverse interplay across institutional, managerial, and political domains, which, if persistent, can severely undermine the capacity and efficiency of public financial systems. Addressing this phenomenon requires a systemic and integrated approach whereby managerial capacity enhancement, reduction of political interference in resource allocation, and institutional–economic redesign are pursued concurrently.  </div> ناباروری بودجه‌ای, سیاست‌گذاری مالی, حکمرانی اقتصادی, اثربخشی تخصیص منابع, پایداری نهادی.
