fa فرصت‌ها و چالش‌های جدید بودجه‌ریزی دولت هوشمنددر عصر هوش مصنوعی اقتصاد بخش عمومی public economics پژوهشي Research <div style="text-align:justify"><span style="font-family:IRANsans"><span style="font-size:11.5pt">دولت‌ها در اوایل قرن بیست‌ویکم با پویایی بازارهای چالش‌برانگیز و تغییرات مستمر ناشی از نوآوری‌های متنوع و درهم‌گسیخته، مانند اینترنت اشیا، اینترنت خدمات، تجزیه و تحلیل داده‌های بزرگ، یا هوش مصنوعی مواجه‌اند. این نوآوری‌ها بر نحوه بودجه‌ریزی دولت‌ها نیز تأثیر می‌گذارند؛ بنابراین مباحث مربوط به اثربخشی بودجه‌ریزی برای دست‌اندرکاران و محققان حائز اهمیت است. دولت هوشمند قادر است از رویکردهای بودجه‌ریزی راه‌حل‌محور، برای حل موانع بودجه‌ریزی، مانند از بین بردن انگیزه و قدرت نوآورانه مدیران مطمئن شود و درعین‌حال از دقت دقیق در دستیابی به اهداف دولت هوشمند اطمینان حاصل کند. ازاین‌رو در پژوهش حاضر با استفاده از روش توصیفی</span><span style="font-size:11.5pt"> &ndash;</span><span style="font-size:11.5pt"> تحلیلی فرصت‌ها و چالش‌های هوش مصنوعی</span> <span style="font-size:11.5pt">در زمینه بودجه‌ریزی دولت تشریح شد و به این سؤال که هوش مصنوعی چگونه و تا چه حد فرصت‌هایی را برای بهبود رویکردهای بودجه‌ریزی موجود ارائه می‌دهد؟ پاسخ داده شد. این پژوهش نتیجه مطالعات ادبیاتی است که در آن دیدگاه‌ها و تحلیل‌های انتقادی سایر نویسندگان در مورد رویکردهای بودجه‌ریزی مورد استفاده قرار گرفته و با آخرین تحقیقات در مورد دولت هوشمند و هوش مصنوعی در بودجه‌‌ریزی دولتی ترکیب شده ‌است. نتایج حاکی از آن است که یک رویکرد بودجه‌ریزی مبتنی بر هوش مصنوعی می‌تواند فرایند تخصیص</span> <span style="font-size:11.5pt">بودجه را تسریع و با به‌کارگیری روش‌های تحلیل پیچیده‌تر، دقت و پویایی بودجه‌ریزی را افزایش دهد که این ممکن است بینش جدیدی برای تصمیم‌گیرندگان ارائه دهد. همچنین عدم غفلت از عوامل نرم بودجه‌ریزی یکی از ضعف‌های رویکرد بودجه‌ریزی مبتنی بر هوش مصنوعی است که باید به آن توجه ویژه‌ای داشت. دراین‌راستا توصیه می‌شود محققان با بینش در مطالعات جدید اقتصادی، جامعه‌شناختی و روان‌شناختی عوامل موفقیت فرایندهای بودجه‌ریزی را شناسایی و جهت رفع موانع بودجه‌ریزی، رویکرد مبتنی بر هوش مصنوعی را اعمال کنند.</span></span></div> <div style="text-align: justify;"><span style="font-size:13pt"><span style="unicode-bidi:embed"><span style="line-height:90%"><span bold="" new="" roman="" style="font-family:" times=""><span style="font-weight:bold"><span style="font-size:11.0pt"><span style="line-height:90%"><span new="" roman="" style="font-family:" times=""><span style="font-weight:normal">Governments in the early 21st century are faced with challenging market dynamics and continuous changes caused by diverse and disruptive innovations, such as the Internet of Things, the Internet of Services, big data analytics, or artificial intelligence. These innovations also affect the way governments budget, so discussions about budgeting effectiveness are important for practitioners and researchers. Smart government is able to ensure solution-oriented budgeting approaches to solve budgeting obstacles, such as eliminating managers&#39; motivation and innovative power, while ensuring strict accuracy in achieving smart government goals. Therefore, in the present study, using a descriptive-analytical method, the opportunities and challenges of artificial intelligence in the field of government budgeting were described and the question of how and to what extent artificial intelligence offers opportunities to improve existing budgeting approaches was answered. This research is the result of a literature review that uses the critical perspectives and analyses of other authors on budgeting approaches and combines them with the latest research on smart government and artificial intelligence in government budgeting. The results indicate that an AI-based budgeting approach can accelerate the budget allocation process and increase the accuracy and dynamism of budgeting by using more sophisticated analysis methods, which may provide new insights for decision makers. Also, the failure to neglect soft budgeting factors is one of the weaknesses of the AI-based budgeting approach that should be given special attention.
