fa ارائه الگوی تخصیص منطقه‌ای اعتبارات تملک دارایی‌های سرمایه‌ای بخش بهداشت و درمان اقتصاد بهداشت، آموزش و رفاه health, education, welfare economics پژوهشي Research <div style="text-align: justify;">&nbsp;بخش سلامت و اعتبارات تخصیصی به آن به دلیل تقویت سرمایه انسانی از مسیر بهره‌وری نقش مهمی در رشد اقتصادی و توسعه انسانی کشورها ایفا می‌نماید. این اعتبارات، به‌ویژه در شکل تملک دارایی‌های سرمایه‌ای، اگر به شکل بهینه تخصیص نیابد، بخش سلامت را از ارائه خدمات بهداشتی و درمانی مطلوب ناتوان می‌کند. در این راستا، هدف این پژوهش ارائه مدلی برای تخصیص اعتبارات تملک دارایی‌های سرمایه‌ای بخش بهداشت و درمان استان خراسان رضوی به شهرستان‌های این استان است. برای دستیابی به این هدف، از روش تصمیم‌گیری چندمعیاره مبتنی بر رضایتمندی، بر اساس آمار و اطلاعات مربوط به اعتبارات و شاخص‌های منعکس‌کننده امکانات بخش بهداشت و درمان استان خراسان رضوی و با تاکید بر مناطق محروم و کم&rlm;تر توسعه‌یافته استفاده می‌شود. یافته‌های این پژوهش بر اساس الگوی ارائه‌شده، بالاترین سهم‌های بهینه را برای شهرستان‌های مشهد، بینالود، و زاوه، و پایین‌ترین سهم‌ بهینه را برای شهرستان گناباد از کل اعتبارات مربوط به تملک دارایی‌های سرمایه‌ای بخش بهداشت و درمان استان خراسان رضوی ارزیابی می‌کند.<br> &nbsp;</div> <div style="text-align: justify;">The health sector and the funds allocated to it, due to its impact on the strengthening of the human capital through productivity, play an important role in the economic growth and human development of countries. If these credits are not allocated optimally, especially in the form of capital asset acquisition, it will make the health sector unable to provide optimal health care services. In this regard, the purpose of the present article is to provide a model for allocating the funds for the acquisition of capital assets of the health sector in Khorasan Razavi to the cities of this province. To this end, a multi-criteria decision-making method has been used on the basis of satisfaction and statistics and information related to credits and indicators of the health sector of Khorasan Razavi province with emphasis on deprived and less developed areas.
