fa بررسی انواع کمک‌های بودجه‌ای دولت به شهرداری‌ها (دولت‌های محلی) در ایران پژوهشي Research دولتهای مرکزی به روش‌های گوناگونی مخارج دولت‌های محلی را تأمین می‌کنند. روش‌های گوناگونِ کمک‌های مالی، باعث پدید آمدن انواع مختلفی از کمک‌های بین‌ دولتی شده است که هر کدام آثار متفاوتی را در پی خواهند داشت. کمکهای غیر‌مشروط و مشروط‌ نسبی، از جمله مهم‌ترین شیوه‌های انتقالات مالی است. دولت‌های مرکزی معمولا با اهداف متفاوتی اقدام به تامین مالی مخارج دولت‌های محلی می‌کنند، از جمله: عدالت، کارایی و .. که هر یک از آن، نوع خاصی از کمک‌ها را می‌طلبد، بنابراین طراحی نظام کمک‌های بین‌ دولتی یکی از موضوعات اساسی در ادبیات موجود است. در این مقاله، گونه‌شناسی انواع کمک‌های دولت مرکزی به دولت‌های محلی و نظام‌مندی آن بیان شده است. ابتدا اهداف مورد نظر سیاست‌گذار از اجرای کمکهای مالی دولت به شهرداریها، و سپس ابزار مناسب برای تأمین آن هدف، مبتنی بر ادبیات نظری، بررسی و سپس رعایت میزان تناسب و تطابق میان اهداف و ابزار در قوانین مصوب ارزیابی شده است. نتایج پژوهش نشان داد در برخی از قوانینِ کمک به شهرداری‌ها، نوع کمک با هدف تناسب نداشته است و هم چنین ساختار تخصیص اعتبارات بودجه دولت به شهرداری‌ها، تناسب دیگر قوانین با اهداف خود را نیز دچار عدم تعادل کرده است و هدف قانون‌گذار را برآورده نمی‌سازد. Central governments finance local government's expenditures in different ways. These different ways of financing emerge different types of intergovernmental grants that have special effect discussed in the literature. Non Earmarked grants, Earmarked grants, matching and none matching grants are some kinds of these grants. Central governments commonly have used these kinds of grants to access specific target including equity, efficiency and so on that every target need to be accessed by a specific type of transfers. So designing transfers system is an important thing in intergovernmental financing literature. In this paper typology of central government transaction to local government is studied. Then the laws related to these kinds of transaction have been studied.
