fa بررسی تاثیر سیاست‌های مالی و مالیاتی بر تجارت بخش کشاورزی در ایران پژوهشي Research <div style="text-align: justify;">سیاست‌گذاری اقتصادی به مجموعه اقدامات و دخالت‌های دولت در اقتصاد به‌منظور تحقق اهداف اقتصادی- اجتماعی معین برای عبور از وضع موجود و رسیدن به وضع مطلوب اطلاق می‌شود. سیاست مالی، از جمله مواردی است که نظام مالی دولت را از نظر درآمدها و هزینه‌ها تحت تأثیر قرار می‌دهد تا با استفاده از ابزار آن، دولت بر متغیرهای کلان اثر‌گذار باشد. با توجه به اینکه بخش کشاورزی در ایران، از جمله بخش‌های اقتصادی مهم کشور ایران است و اتخاذ سیاست‌های مالی می-تواند بر تولید و به‌ تبع آن صادرات و واردات این بخش مؤثر باشد. این پژوهش حاضر به بررسی اثر سیاست‌های مالی دولت طی دوره(1388-1350) بر تجارت بخش کشاورزی پرداخته است. برای این منظور با استفاده از مدل‌های اقتصاد‌سنجی،‌ رابطه بین مخارج دولت و شاخص مالیاتی و تجارت محصولات در بخش کشاورزی، در کوتاه‌مدت و بلندمدت، ارزیابی شد. نتایج نشان داد که در کوتاه-مدت، مخارج دولت و شاخص مالیاتی اثر مثبت بر ارزش صادرات و واردات بخش کشاوری داشته‌اند، اما در بلند‌مدت، فقط مخارج دولت، اثر مثبتی بر ارزش صادرات و واردات بخش کشاورزی داشته است و شاخص مالیاتی اثر منفی را از خود نشان داده است و اثر آن در بلند‌مدت بیش‌تر از کوتاه‌مدت است. بنابراین، پیشنهاد می‌شود نظام مالیاتی، با استفاده از کاهش نرخ مالیات بر سرمایه‌گذاری اصلاح شود تا از این طریق، زمینه لازم برای سرمایه‌گذاری و تولید بیش‌تر در بخش کشاورزی و به ‌تبع آن افزایش اشتغال در این بخش فراهم شود.</div> <div style="text-align: justify;"><span style="font-size:12.0pt"><span style="font-family:&quot;Times New Roman&quot;,serif"><span style="letter-spacing:.1pt">Economic policies refer to certain government interventions in economy which aims to achieve certain socio-economic targets and to lead the economic sphere from status quo to ideal status. Financial policies are of the most effective economic policies that influence the government financial system and its corresponding macroeconomic variables, both from the revenues and expenditures point of view. Owing to the prominent role of agriculture in the economy of Iran, implementing the respective financial policies would be influential on agricultural production as well as its export and import. Accordingly, this paper attempts to survey the effect of government financial policies on agricultural trade during 1971-2009. For this purpose, the relationship among government expenditure, tax index and agricultural products trade were estimated using econometric models in the short runs and the long runs. The results indicated government expenditure and tax index had positive effect on the value of agricultural products import and export in the short run. Yet, in the long run, only the government expenditure exerted positive impact on the agricultural products import-export value, but the effect of tax index was negative.
