fa ارزیابی شیوه‌ برنامه‌نویسی توسعه در ایران (88-1368) كاربردي Applicable <p align="justify" rtl="" style="DIRECTION:">هدف پژوهش حاضر، ارزیابی روش برنامه‌های توسعه کشور طی دوره 88-1368، با هدف تدوین راهبردهایی برای پرهیز از تکرار تجربه‌های ناموفق گذشته است. به عبارت دیگر، روش بهینه تدوین برنامه مورد توجه است و مقاله حاضر، متکفل ارائه بنیانی ایجابی و محتوایی برای احکام برنامه نیست. برای این هدف، پس از مروری بر رویکردهای موجود در بحث توسعه و شیوه‌های برنامه‌ریزی کلان، کوشش شده است برای شناسایی ضعف‌ها و قوت‌های برنامه‌های توسعه در ایران، تجربه برنامه‌ریزی در جهان و ایران به‌ویژه در سال‌های پس از انقلاب اسلامی مورد بررسی و تدقیق قرار گیرد. ارزیابی‌ها مؤید وجود چهار دسته چالش محتوایی و فرایندی در مسیر تحقق برنامه‌های توسعه در ایران است. در پژوهش حاضر، پیشنهاد شده است تا زمان تدوین الگوی توسعه اسلامی ـ ایرانی، از رویکرد نهادگرا در برنامه‌ریزی استفاده شود که در آن توجه بیشتری به جنبه‌های سیاسی، فرهنگی و حقوقی جوامع می‌شود. در پایان نیز راهکارهایی برای کاهش مشکلات مذکور در برنامه‌های پیشرو بیان شده است.</p> This paper tries to evaluate Iran&rsquo;s development planning method during the 1989-2009 with the aim of formulating some strategies to stay away from previous unsuccessful experiences. In other words the researcher has in mind the improvement of development planning method though he does not intend to propose any prescriptive base or content for the development plans. To this end, the paper reviews contemporary approaches to development and macro-scale planning methods then it examines planning experiences in Iran and over the world especially after the Islamic Revolution in order to identify strengths and weaknesses of Iran&rsquo;s development plans. This survey asserts there are four types of content-related and procedural challenges in the path to accomplish development plans in Iran. This paper advises that while Islamic-Iranian development model is still being formulated, it would be better to uses institutional approach as it better considers the political, cultural and legal aspects of societies.
