fa نقد مدل‌های تقاضای نیروی کار در برنامه سوم توسعه و ارائه مدل‌های مناسب پژوهشي Research <p style="DIRECTION: rtl" align="justify">نتایج ارزیابی عملکرد اشتغال ایجاد شده در سال‌های اخیر بیانگر عدم تحقق اهداف برنامه سوم توسعه درخصوص سیاست‌های اشتغال‌زایی است و این امر در شرایطی رخ داده که نرخ‌های رشد تولید و سرمایه‌گذاری طبق هدف برنامه تحقق یافته است. نقد مدل‌های تقاضای نیروی کار در برنامه سوم توسعه به منظور شناسایی نقاط ضعف آنها در پیش‌بینی سطح اشتغال و ارائه مدل‌های مناسب گام مؤثری در جهت بهبود پیش‌بینی اشتغال در برنامه چهارم توسعه خواهد بود. مدل‌های توابع تقاضای نیروی کار از جنبه داده‌های آماری مورد استفاده، مدل‌سازی و شیوه برآورد دچار اشکالات قابل توجهی بوده که در این مطالعه موارد مذکور شناسایی و تحلیل شده است. در ادامه بحث پس از رفع اشکالات مدل برنامه سوم توسعه، مدل مناسب برای برآورد توابع تقاضای نیروی کار بخشی ارائه شده که این مدل از نوع پویا بوده، و متغیرهای ارزش افزوده، دستمزد واقعی و اشتغال با وقفه را در مدل وارد نموده است. در پایان، با استفاده از مدل مذکور برآوردی از درصد تحقق سیاست‌های اشتغال‌زایی در چهار سال اول برنامه سوم توسعه ارائه شده است. براساس نتایج به دست آمده از مطالعه حاضر، حدود 70 درصد هدف برنامه از نظر سیاست‌های اشتغال‌زایی تحقق یافته است. </p> The results of performance evaluation in the creation of employment during the recent years indicates that employment goals in the third development plan were not achieved while goals in the area of production and investment growth rates were fulfilled accordingly. The analysis of labor demand models in the third development plan is conducted in order to identify their weaknesses in predicting employment level as well as to propose appropriate models with the aim of predicting employment level the fourth development plan. The models of labor demand functions suffered from considerable problems in regard with statistical data, modeling and estimating methods. This research paper tries to locate and analyze them. After solving the problems of the third development plan model, the paper proposes a suitable model for estimating sectoral labor demand functions. The model is dynamic one. Value added, real wage and employment variables have been included in the model. In the end, the paper estimates the amount of employment policies achievements in the first four years of the third development plan by means of the mentioned model.
