Human development is recognized as a modern strand within development economics that has attracted substantial scholarly attention since the 1990s. Within this perspective, enabling individuals to enjoy a long and healthy life, access quality education, and acquire the resources necessary to realize their capabilities constitutes the core objective of development. Nevertheless, fluctuations in key economic variables can generate adverse outcomes for human development, underscoring the need for systematic examination of these effects. Accordingly, this study investigates the impact of economic shocks on the Human Development Index (HDI) across Iran’s provinces over the period 1995–2022. The findings indicate that shocks to the inflation rate, exchange rate, and the Gini coefficient exert negative effects on provincial HDI, whereas shocks to economic growth and household income have positive effects. All estimated relationships were statistically significant across provinces. Moreover, variance decomposition results show that after 20 periods, inflation or the Gini coefficient accounts for the largest share of HDI fluctuations in nearly all provinces (except Ilam), while household income explains the smallest share in most provinces (except South Khorasan, Razavi Khorasan, and North Khorasan).
